Why Are NetSuite Commissions Not Calculating for Eligible Sales Transactions?

Scenario
Sales representatives may find that commissions are not being calculated for certain eligible sales transactions. This occurs even when sales reps are assigned to the Sales Team tab of the sales transaction, are eligible based on the commission plan's date range, and the 'Exclude Commission' box on the sales transaction is unchecked.
